Assistant Controller, Fiscal Affairs

Non-Unit Professional position, 37.5 hours/week

Campus Location: Danvers MA

Work Schedule: Monday - Friday; 8:00 am - 5:00 pm

SALARY: Anticipated salary range $80,000.00 - $90,000.00. Actual salary is commensurate with experience and education. GENERAL STATEMENT OF DUTIES:

The Assistant Controller supports the Comptroller in maintaining the integrity of the College's financial accounting and reporting systems. This position provides supervision and oversight of procurement and accounts payable functions, RFP State procurement management, provides guidance and training for all fiscal staff members, and serves as departmental designee in Comptroller's absence.

ESSENTIAL FUNCTIONS:
  • Works directly with the Comptroller in all accounting functions of the College and to ensure the receipt, dispersal, and accurate accounting of the funds assigned to the Fiscal Office under applicable laws and regulations of the Commonwealth of Massachusetts;
  • Assist with departmental strategy-setting and identifying opportunities for value improvement and create and maintain fiscal policies and procedures manuals;
  • Maintains a standard of superior service to all customers, fosters and maintains positive relationships, and works collaboratively with faculty, staff, and students;
  • Assists the Comptroller in preparation of required State, Federal, and Board of Trustees reporting; and the month-end and annual closing including account analysis and reconciliation
  • Participates in the annual independent audit of the College's and other related audit reports, including preparation of audit schedules and year-end adjustment entries.
  • Provides leadership in the development, implementation, and oversight of the College's procurement policies, processes, and programs ensuring best-value procurements and compliance with policies and procedures and applicable state and federal law
  • Coordinates training for the College Community on procurement and expense reimbursement procedures, including travel and procurement card purchases
  • Supervise Accounts Payable and Purchasing functions staff members
  • Ensures staff are adequately trained in fiscal office and College-wide policies and procedures and aware of internal controls and compliance risks associated with their work.
  • Serves as lead for the administration of requests for proposals (RFP) for the College, including working with the facilities department on construction bid contracts.
  • Gain and maintain MCPPO certification
  • Research and resolve solutions to the College's Finance system issues as necessary.
  • Primary liaison with College Consortium organizations and Community College procurement professional groups.
  • Maintains current working knowledge of fiscal systems such as Banner, MMARS, Operational Services Division, Division of Capital Asset Management, and Comm-Buys.
  • Other duties as assigned

Job Requirements:
  • Bachelor's degree in Accounting, Finance or Business Administration;
  • Three to five years of progressive responsibility in a high-functioning accounting office
  • Demonstrated abilities in fiscal control and working knowledge of GAAP
  • Experience working with a large operations and accounting platform with multiple modules (ERP system)
  • Demonstrated interpersonal skills;
  • Proficiency in Microsoft Office suite required;
  • Ability to manage and prioritize multiple tasks, meet ongoing deadlines and perform all essential functions of the position.
  • Proficiency in oral and written expression.
  • Ability to recognize College-wide priorities and work cooperatively to support their accomplishment.
  • Commitment to the mission and philosophy of the College with a strong understanding and respect for the goals of college activities.
  • Respect and understanding of people with diverse backgrounds, abilities, and needs.

PREFERRED QUALIFICATIONS:
  • Certified Public Accountant
  • Knowledge of MGL Chapter 30B and Chapter 149 procurement policies
  • Familiarity with Ellucian Banner and MMARS State accounting software
  • Higher education sector experience
